e Telemail

The Telemail service was initiated on 02.04.2001, for sending urgent and written messages. It operated concurrently with the Telegram service, which continued in collaboration with Sri Lanka Telecom. The Telegram service was discontinued from 01.10.2013, and Public Administrative Circular 24/2013 has confirmed that a Telemail message holds the same recognition as a Telegram message. This service allows a customer to deliver an urgent message at the counter, which is then promptly forwarded to the destination office via direct telephone and delivered to the recipient within two hours.

Accepting Telemail messages

➢ Telemail messages addressed through any Post Office or Sub Post Office, any Post or Sub Post Office which has distribution facilities, are accepted for transmissions and distribution.
➢ A Telemail message form that contains senders’ message and relevant details TM 01 (Form-01) should be completed and submitted.
➢ Part A of form 01 should be completed by the customer and part B is for office use.
➢ The recipient’s name and address should be correctly and clearly mentioned.
➢ The message should be recorded in the appropriate place.
➢ If the Telemail message carries out offensive, insulting and vulgar words, it will not be accepted.
➢The message should be recorded and duly signed.
o When the Post Master/Counter Officer requests confirmation of the person who handover the Telemail message, the identity and if the handover is conducted by an agent, the sender’s authority should be confirmed.

Fees Charging

➢ Upto the first 10 words of the message – Rs.50.00
➢For each increasing word – Rs. 5.00
➢ Fixed Charge – Rs.20.00
➢ If the delivery is required to be confirmed – Rs.30.00
➢ For a certified copy of the original message – Rs.100.00
(On senders’/receivers’ request)

Charges

➢Only the words in the message are charged and there will be no charges for the names
and addresses.
➢If you need Delivery Confirmation details or Pay To Answer service, that charge should
be paid at the commencing office.
➢A receipt TM 3 (Form -02) with a copy will be issued for the cash received.

Delivering the Telemail message

➢ The Telemail message will be delivered to the receiver’s address mentioned in TM 01.
The signature of the person who receives the message will be obtained upon delivery. If
it is a reply-paid message, the TM 02 (Form-03) form, along with the signature and day
stamp of the Postmaster, will be received along with the message. The recipient’s
message should be recorded there.

Undistributed Telemail message

➢ In cases where the Telemail messages are not delivered to the owner, a notice regarding
undistributed Telemail messages is informed to the sender via TM 6 (Form-04)
mentioning the reason for non-delivery.

E-Telemail

To expedite and standardize the current Telemail service for the exchange of emergency messages, the E-Telemail service was launched on 01.12.2015 to facilitate message exchange via the Internet. The steps outlined for receiving the Telemail service mentioned above are also to be followed when taking this service, and the existing fees and charges will remain the same. The customers who send the same message to multiple recipients can submit an MS Excel file including the message and a list of the recipients’ addresses to the Post Office.
